Forbes has posted the list, which you can read by following the link in this post by Ann Althouse over at her blog:
"Thinking about buying a house? Or a municipal bond? Be careful where you invest your capital." The Forbes list is based on a "maker/taker" ratio. Fortunately, neither the blue state of Washington nor the red state of Idaho make the list. Whew!
